The Nigeria Customs Service ,NCS, Seme Area Command, has commenced full operationalisation of the Simplified Declaration for Passenger Baggage Import System, marking another significant stride in the Service’s digital transformation agenda and its sustained efforts to revolutionise passenger clearance, facilitate legitimate cross-border trade and strengthen transparent revenue collection.

The deployment represents a major advancement in the modernisation of passenger processing at the Seme border corridor, as it introduces a technology-driven framework designed to simplify the declaration and assessment of dutiable baggage, reduce clearance time, minimise manual intervention and provide travellers and cross-border traders with a more predictable, transparent and efficient customs experience.

Under the new arrangement, passengers can initiate their baggage declarations conveniently through mobile devices or complete the process at designated digital kiosks provided at the Command.

Declared personal goods are subjected to standardised and pre-programmed assessment tables, enabling the system to automatically determine applicable duties and generate receipts upon successful payment.

By replacing cumbersome manual procedures with a structured digital process, the initiative is designed to reduce unnecessary delays, eliminate avoidable subjectivity in assessment and enhance accountability throughout the passenger clearance chain.

The impact has already become evident. Since the commencement of the deployment, the Seme Area Command has recorded an average passenger baggage clearance turnaround time of less than five minutes, underscoring the efficiency gains associated with digital processing. Within only a few days of implementation, the Command has also generated N10.3 million in revenue from passenger baggage declarations alone, providing a seamless and transparent channel for the collection of applicable duties into the Federation Account.

Beyond its revenue implications, the simplified declaration system is expected to significantly enhance the passenger experience by allowing legitimate travellers and traders to complete their customs obligations through a process that is faster, more transparent and less dependent on conventional paperwork.

However, the Command has emphasised that improved facilitation will continue to operate hand-in-hand with robust enforcement. The digital deployment is therefore being complemented by strengthened border controls, risk management and intelligence-led interventions aimed at preventing concealment or movement of commercial quantities of restricted and prohibited goods under the guise of passenger baggage.

The balance between trade facilitation and effective border control remains central to the Command’s operational strategy, ensuring that legitimate movement of persons and goods is encouraged while activities capable of undermining national security, domestic industry and economic interests are decisively curtailed.
The deployment of the Simplified Declaration for Passenger Baggage Import System further reinforces the broader modernisation agenda of the Nigeria Customs Service under the leadership of the Comptroller-General of Customs, CGC Bashir Adewale Adeniyi, MFR, PhD, with technology increasingly being deployed to enhance operational efficiency, transparency, accountability, compliance and revenue mobilisation across customs operations.

The Customs Area Controller, Seme Area Command, Comptroller Abdullahi Kaila, reaffirmed the Command’s commitment to translating the CGC’s vision into practical innovations that make customs processes more efficient, transparent and responsive to the needs of legitimate passengers and the trading community.

He encouraged passengers, cross-border traders and other stakeholders operating along Seme corridor to embrace the simplified declaration platform and comply fully with applicable customs requirements, assuring that legitimate travel and commerce would continue to receive the necessary facilitation within the overarching framework of national security and economic protection.

As the system gains wider adoption, the Seme Area Command is expected to continue refining its digital processes and collaborating with relevant stakeholders and sister agencies at the border to create a more seamless passenger experience, while sustaining the vigilance required to protect Nigeria’s borders from smuggling and other forms of illicit cross-border trade.
